(Beside's 'Open') A Place For Us On The Net....

I was just thinking..(oh no!!)..we all NEED a babble-like place which is manned (or womanned(SP?)..heh 24 hours a day, where we can talk in "real time". I know there is 'Open'...but what about something on ICQ, or whatever, that act's kinda like a 'crises' line? I *hate* coming on here and there is no one to talk to. :-(
Ideas??....
