We have NOS cafe's over here. The food grade (for cream whippers) is freely available and it isn't illegal to ingest it.
The first couple times I had it I felt like I was choking. Probably because of the way I was told to inhale it. After the first couple of times I started to enjoy the feeling, though. I can see how people could panic on it.
