I get this feeling...

I've been reading things in a the other forums, and I get a distinct impression that people are afraid to reach out for help because other get offended, and report them, and that this happens even when comments are not directed at any person. Is this just my imagination? If not, are such fears justified? Seeing other people nervous about posting is making me nervous about posting.
