I briefly visited that site, but cannot download any of the PDF files because the hyperlinks on it are all broken. This is because they use backward slashes (\) in all the URLs instead of the forward slashes (/) that the HTTP standard requires.
If you use the Microsoft Internet Explorer web browser, these links will probably work. If you use any HTTP standard compliant web browser (like Firefox), these links do NOT work.
So, unless they only want to provide information to consumers who exclusively use Microsoft software products, they need to fix their website.
